for Authors
Please, report clearly who is responsible for correspondence at all stages of
refereeing and publication, including post-publication. Make sure that telephone
and fax numbers (with country and area code) are provided in addition to the
e-mail address and the complete postal address. Full postal addresses must be
given for all co-authors.
Six type of manuscripts are accepted:
1.
Invited Review:
papers written by eminent scientist invited by the Editor-in-Chief;
2.
Review paper
on a certain topic written by scholars experience in specific field. Prior to
write such a review, the authors should contact the Editor-in-Chief and get his
permission. Review paper format is up to 15 pages and page charge is in
accordance with the PWP rules;
3.
Regular paper
(from 4 up to 15 pages) presenting new results as regular research paper
submitted to other journals. The page charge is in accordance with the PWP
rules;
4.
Research Note
(from 4 to 8 pages) presenting briefly new results requiring fast dissemination.
The page charge is in accordance with the PWP rules;
5.
Letter to the Editors
as a forum for critical comments on published articles in IRECHE. The format is
one column of IRECHE template page. Both the critique and the answers (one
column format too) will be published simultaneously. The correspondence is
through the Editor-in-chief. There is no page charge for the Letter to the
Editor;
6.
Book Review
(one column format): Review on new published books important to the scientific
community expressing specific point of view . The authors intending to write a
book review should contact the Editor-in-chief prior to start the work. There is
no page charge for the Book Review.
Style
IRECHE
accepts papers in Microsoft Word or Open Office Word electronic form only.
Please note that papers must be correctly formatted in order to be published.
Formatting instructions can be found on
Author guidelines and must be strictly followed or else your paper will not
be published.
Submission for Review
Unpublished papers and extended versions of papers presented at conferences may
be submitted for possible publication. Responsibility for the content of a paper
lays on the Authors and not on the Editors or the Publisher. Surveys or tutorial
papers are particularly welcome.
Articles submitted to the Review should be original contributions and should not
be under consideration for any other publication at the same time. Authors who
submit articles for publication have to warrant that their work does not
infringe any existing copyright and they have to indemnify the publisher against
any breach of such warranty.
The submitting author is responsible for obtaining agreement of all co-authors
as well as any sponsors' required consent before submitting a paper. IRECHE
strongly discourages courtesy authorship. Authors are obliged to cite relevant
prior work and they should consider the following points:
1) Technical papers submitted for publication must advance the state of
knowledge and must cite relevant prior work.
2) The length of a submitted paper should suit its importance, or it should be
appropriate to the complexity of the work.
3) Authors must convince both peer reviewers and the editors about the
scientific and technical merit of a paper; knowing that, the standards of proof
are higher when extraordinary or unexpected results are reported.
4) As any scientific progress requires replication, papers submitted for
publication must provide sufficient information to allow readers to perform
similar experiments or calculations and as well as to use the reported results.
Although not everything is needed to be disclosed, a paper must contain new,
useable, and fully described information.
5) Unintelligible English is a valid reason for rejection.
Every paper and contribution will become the legal copyright of the publisher
unless it is otherwise agreed, in order to have an easily dissemination and to
ensure proper policing of use.

Each submitted paper is subjected to the following review procedures:
1.
It is reviewed by the Editor-in-Chief for general publication suitability;
2.
If it is judged suitable, three Reviewers are selected from the editorial board
and a review process takes place;
3.
Taking care of the recommendations of the Reviewers, the Editor-in-Chief then
decides whether the particular article may be accepted as it is, or it may be
revised or rejected.
Peer-Review Process in detail
The Peer-Review process of manuscripts submitted to IRECHE consists of the
following indisputable steps assuring high quality of the published articles :
1) Manuscript submitted passes through a rapid peer-review process for 2 weeks.
The following outcomes of the review process define the consequent manuscript
processing:
a. If the referee reports are positive and no corrections are required the
manuscripts is forwarded for publication.
b. If the referee reports are positive and minor corrections are required the
authors have to return the revised version in 48 hours. The editor-in-Chief has
rights to check the corrections made and forward the manuscript for publication.
c. If the referee reports are positive but major revisions are necessary the
authors have to return the revised version in 5 days. The revised manuscript
passes again through a review process for one week. If the referee feedback is
positive the manuscript is forwarded for publication.
d. If the referee reports are in conflict the Editor-in-Chief has rights to
ask the authors for comments in 24hours. Then the manuscript passes a new
peer-review process in one week by eminent expert selected from the Editorial
board members. If the third referee report is positive the authors have to
submit the final version in 48 hours. The editor-in-Chief checks the final
version and forwards the manuscript for publications. In case of negative third
review the manuscript is completely rejected. The authors are encouraged to
improve the manuscript and re-submit it to IRECHE as new one. No interference of
previous review processes will be permitted by the Editor-in-Chief and Editorial
Board.
e. If the referee reports are both negative the manuscript is rejected. No
comments of the authors to the referee reports are required. The Editor-in-Chief
has no rights for a judgment as a third reviewer. The authors are encouraged to
improve the manuscript and re-submit it to IRECHE as new one. No interference of
previous review processes will be permitted by the Editor-in-Chief and the
Editorial Board.
f. The Editor-in-Chief has no rights for a judgment as a third reviewer or
to promote a manuscript with two negative referee reports.
g. The PWP Editorial Staff Office and the Editor-in-Chief have rights to
reject submitted manuscripts and to avoid further peer-review process when: 1)
Unintelligible English is used, 2) Incorrect and not polite statements exist in
the text; 3) The low quality of the manuscript breaking the Instructions to
Authors 4) The manuscript is on inappropriate topic and do not match the field
of IRECHE.
Any technical problems relevant to the quality of tables, photos and charts have
to be fixed within the revision process. Delay in technical improvement of an
already accepted manuscript will lack the publication.
The maximum paper
page length limit is defined at 15 formatted Review pages, including
illustrations, references and author(s) biographies. Pages 16 and above are
charged 10 euro per page and payment is a prerequisite for publication.
Once your article
has been accepted, we will require you to complete, sign and return, a copy of the
copyright form
that will be sent you via e-mail and by fax. We will not be able to publish
your paper without the copyright form.
